MP Hassan: Did Govt acted unconstitutionally, imprudently, dishonestly and abused its power, committing a serious financial scandal?
KUALA LUMPUR, Nov 27, 2024: Government backbencher Hassan Karim today in Parliament sought a full disclosure on the first 5G network funding.
Hassan (PKR-Pasir Gudang) asked Communications Minister Fahmi Fadzil to explain the RM16.5 billion taxpayers’ money that was allocated for ther project.
“Did the Parliament then approve this allocation? If yes, how did it do so when Parliament was suspended for six months (due to the pandemic)?
“If this is true, then the government then had acted unconstitutionally, imprudently, dishonestly, and abused its power”, committing a “serious financial scandal”.
“I propose that, if there is merit in the issues I have raised, then Bukit Aman’s commercial crime investigation department and the Malaysian Anti-Corruption Commission should investigate this matter," he added.

KUALA LUMPUR: A government MP has asked communications minister Fahmi Fadzil to clear the air over allocations involved in the roll out of the first and second 5G networks in the country.
Hassan Karim (PH-Pasir Gudang) asked Fahmi whether it was true that the Muhyiddin Yassin-led Perikatan Nasional government had allocated RM16.5 billion of public funds for the implementation of the first 5G network by Digital Nasional Bhd (DNB).
He said, if true, Fahmi should explain how much of the RM16.5 billion was spent.
“Is it true, as some have said, that RM4 billion has been used, leaving a balance of RM12.5 billion?” he said in the Dewan Rakyat while debating the Supply Bill 2025.
Earlier this month, U Mobile Sdn Bhd chairman Vincent Tan trained his guns on Muhyiddin’s government for insisting on a single 5G network.
Tan said mobile network operators were previously ready to roll out 5G at their own expense, but the PN government insisted on a single network, implemented and monopolised by DNB, using taxpayers’ funds.
He revealed that RM4 billion was spent and RM12.5 billion more has been planned through various contracts by DNB over a period of 10 years.
Hassan today asked if the expenditure by DNB for the first 5G network had been audited by the auditor-general and, if it had, whether the report should be presented and debated in the Dewan Rakyat.
He also pointed out that Fahmi last week told the Dewan Rakyat that the proposed implementation of the second 5G network by U Mobile would not involve taxpayers’ money.
“How is it that Prime Minister Anwar Ibrahim is able to proceed with the second 5G network plan without involving public funds but Muhyiddin’s government had to allocate RM16.5 billion for the first network?
“Did the Parliament then approve this allocation? If yes, how did it do so when Parliament was suspended for six months (due to the pandemic)?
He said, if this is true, then the government then had acted “unconstitutionally, imprudently, dishonestly, and abused its power”, committing a “serious financial scandal”.
“I propose that, if there is merit in the issues I have raised, then Bukit Aman’s commercial crime investigation department and the Malaysian Anti-Corruption Commission should investigate this matter.
“I hope the minister can provide answers to these questions without fear or favour, in the interest of the nation,” added Hassan.
Last week, FMT reported that Hassan was summoned by PKR’s disciplinary board over his public criticism of the government, including the decision to award the rollout of the second 5G network to U Mobile.
Fahmi, who is the PKR information chief, yesterday said he had yet to be notified of the disciplinary board’s recommendation on the action to be taken against Hassan. He also said that the party’s central leadership had yet to discuss the matter.
